# Hotel and resort pools, built and renovated around your guests

> For a hotel, a closed pool shows up in reviews and in revenue. The work has to be phased, scheduled around occupancy, and finished with the inspections done so the pool reopens on the planned date.

## What hotel owners and engineers need from a pool contractor

- An amenity open for guests: A phased plan, so guests always have a pool or another water amenity while work is under way.
- Work timed to the calendar: Phases scheduled around peak occupancy, group blocks and events, set before the contract is signed.
- Phasing written into the contract: Start and stop windows, work hours and phase boundaries in writing, not just on a schedule handout.
- Guests kept clear of the work: Barriers, signage and routes that keep guests and staff away from equipment and open excavations.
- Commissioned before reopening: Pumps, filtration, heaters and chemical feeders started and checked before guests return.
- Accessible entry and drain safety: Hotels are public accommodations under the ADA and hotel pools are public pools under the federal drain safety act.

## What to settle before work starts

A hotel pool scope covers more than the pool. These items belong in the bid and the contract.

- Phasing plan: Which pool or amenity stays open in each phase
- Work windows: Days, hours and blackout dates around events and peak occupancy
- Guest separation: Barriers, signage and guest routes
- Health department: [Operating permit application or resurfacing notice, and the opening inspection](https://www.playwellpools.com/commercial/florida-public-pool-permits/)

## Common questions

### Can a hotel pool be renovated without closing every guest amenity?

Often, yes, if the property has more than one pool or water amenity. A phased plan written into the contract closes one amenity at a time and reopens it before the next phase starts. How long each phase takes depends on the scope, the finish manufacturer's cure and startup specs, and the inspections the permit requires.

### Do hotel pools need ADA accessible entries?

Hotels are public accommodations under Title III of the ADA. Under section 242.2 of the 2010 ADA Standards, a swimming pool needs at least two accessible means of entry, at least one of them a pool lift or sloped entry. A pool with less than 300 linear feet of wall needs one, and it must be a lift or a sloped entry. A spa needs one: a lift, transfer wall or transfer system. New and altered pools have had to comply since March 15, 2012. General information, not legal advice.

### Do hotel pools fall under the federal drain safety act?

Yes. The Virginia Graeme Baker Pool and Spa Safety Act defines a public pool to include pools open only to patrons of a hotel or other public accommodation (15 U.S.C. 8003). The CPSC reminds owners that hotel and motel pools must have drain covers that meet the current standard, plus a second anti-entrapment system where there is a single blockable main drain.

### What does the health department need before a hotel pool reopens?

For new construction, alterations, repairs and equipment replacement, the Department of Health permit process ends with a DOH operating permit inspection, and the building department cannot close the building permit until that permit is issued. The department asks to be contacted at least two weeks before the planned opening. Operating permits are renewed annually (s. 514.031, F.S.).
